Unable to specify cluster name in atlas

Unable to specify the cluster name as sandbox in the Atlas while creating a cluster. It is showing error like the project already has a free cluster.

You are only allowed to 1 free tier per project. You may create as many project as you wish.

Should I create a new project with another cluster name …will it accept ?

You can create a new Project with the same cluster name.
