Setting Up the Vagrant Environment on windows 7

Hello, I have installed Virtualbox 6.0 and installed vagrant version 1.9.6 as I am working on windows 7 SP1.
I have also downloaded handout and extracted under userhome/m013/m103-vagrant-env. . However my command is stuck with message mentioned below:

C:\Users\cdchaudh\m103\m103-vagrant-env>vagrant up --provision
Must redirect to new repository for old Vagrant versions

I think its a misleading statement in the course to download 1.9.6 for Windows SP1

It worked for latest version of vagrant version and after upgrading powershell version from 2 to 3.
