Getting 'm103-vagrant-env$' is not recognized as an internal or external command

When I run the m103-vagrant-env$ vagrant up command I get the following error.
’m103-vagrant-env$’ is not recognized as an internal or external command.
Are we supposed to run the command on the VM or our local machine? I have tried both and get the same results. I also verified the rsync and ssh commands work on both the VM and my local machine.

What am I doing wrong?

m103-vagrant-env$ is the directory you should no include this.

What I did was copy the handout into a folder lets say C:/m103-vagrant-env
now open cmd prompt and type cd C:/m103-vagrant-env
then type vagrant up and follow the setps.
