Explanation of Homework 1.1

I don’t understand the explanation of Homework 1.1. Instruction say this:

Launch mongod with no authentication enabled

mkdir -p M310-HW-1.1/db mongod --dbpath M310-HW-1.1/db --logpath M310-HW-1.1/db/mongo.log --fork

I don’t understand why I need to enter these commands. What is the purpose of this?

You need to start a mongod process with no authentication. The commands do that. What exactly is your question here?
