Chapter 2: Replication - Failover and elections quiz

I’m after some advice here, in relation to the Chapter 2: Replication - Failover and elections quiz, one of the statements is as follows:
Elections can take place anytime while the primary is available.

I chose this statement as correct, and my reasoning is as follows:
The lecture talks about a replica set with 3 nodes, with one of the secondary nodes going offline - This will result in two nodes, one being the primary, and the other the remaining secondary. The lecture goes on to explain that under this scenario, elections continue to happen. In the case where we lose the other secondary node, there is only one node left, which becomes a secondary. Hence there will be no primary in the case where there is only one node. I realise that the “primary” database might still be available, however, in this scenario it would have been changed to a secondary.

Maybe the statement needs rewording?
